I think your idea to help the PARC expand their website for greater outreach and communication is a good idea.  One thing I was still wondering though after reading your proposal is how switching to a CMS will help.  I felt like there should be a little more backgroud about the client's current webpage situation, it might get across how you will be helping them a little more.  Also, maybe some more about what content exactly you feel would help them most.

You've done a great job of dividing up the work, it seems like you have a good idea of what steps need to be taken to create the presentation and complete the project.

Your proposal of adding a content management system, such as Dragonfly seems very innovative.  An idea such as this may be beneficial to add into any club or group looking to exchange information without having their securing or website administrator privileges compromised.  The PARC seems like a great group to do this too because of their technology savvyness and need to communicate between customers.  Your layout their needs and what the program can do for them very nicely.

Your idea to develop a better website for PARC using a content management system is excellent. This is a club that already has a good knowledge of technology but could certainly benefit from a updated collaboration system. I do agree with the previous comment that you might mention the improvements over the old web site. And while I certainly recognize the benefits that they will feel from such a system, you might highlight exactly what benefits they will experience.

It seems like your group has chosen a topic that most of your group members already knows a lot of information about.  I think that the Amatuer Radio Club would be an excellent client for this particular project, becuase of their high level of technology knowledge.  I think that with a well written set of instructions the club will be able to grasp a hold of the system quickly.  The only thing that I see as needing some work is that you never say why using the content management system is better than what ever they are currently using or not using.  Stating why the club would need to use this might help them realize that they do need it.  Other than that it looks great, I liked how you have divided everybody up into certain roles to make sure the project is completed and to keep all of the group members busy.
