It is hard to write a cover letter that is informative to the reader, but is not redundant and has the same information as your resume. In my cover letter, I will explain in greater detail a couple points on my resume and relate myself to the company and position that I am applying for. I can go into greater detail about my previous work experience and explain how the experience gained there relates to the exact position I am apply for. Also, I will be able to show how the skills I have gained will transfer and be useful if I get the job. Besides explain my work experience, I can go into more depth about my Air Force background and relate that to my professional ethos. That will also tie directly into my work ethic and how I will benefit the company. Most importantly, I will make sure to make my cover letter differ from my resume and try to convince the reader I am the best candidate for that job.

I also found the process of writing a cover letter to be rather challenging. I think you have some great ideas about how to include information other than what is already in your resume.
